Robert Fowler

Lieutenant, Garden Grove (CA) Police Department

Lieutenant Robert Fowler is currently the Southwestern Zone Vice Chairperson and has served in that capacity since April 2008. He previously served as Zone Chairperson from August 2004 to April 2008. Robert Fowler is a 23-year veteran of law enforcement. He has spent the last 19 years with the Garden Grove Police Department, located in Southern California. He is currently assigned as a lieutenant in the Community Policing Bureau. Within that capacity, he oversees the Department's Terrorism Liaison Officer Program, Mounted Enforcement Unit, and Resort Services Team. Previously, as a sergeant, Lieutenant Fowler supervised the Department's Criminal Intelligence Unit. Previous assignments include Intelligence, Patrol, Juvenile Investigations and Resort Services. Lieutenant Fowler holds a bachelors degree in Business Management and a Master’s Degree in Public Administration.
