IALEIA President Lisa Palmieri and ODNI/HS & LE Director Bart Johnson Receive 2008 General Chairman Awards

There were two General Chairman Awards presented at the LEIU 53rd Annual Conference in Boston, Massachusetts. The General Chairman’s Award is presented to those persons who have made a significant contribution to both the Law Enforcement Intelligence Unit and the law enforcement intelligence community.
The first award was presented to Lisa Palmieri, the Department of Homeland Security (DHS), Division of Intelligence and Analysis representative to the Commonwealth Fusion Center (CFC) in Massachusetts. Ms. Palmieri is responsible for ensuring a bi-directional flow of information between DHS, the CFC and the State Homeland Security Advisor. She also works with other DHS intelligence components in Massachusetts to coordinate efforts and assist state and local law enforcement, public safety and private sector stakeholders.
Prior to her current assignment, Ms. Palmieri served at the CFC as the Senior Intelligence Analyst and assisted in building a foundation for a secure information sharing environment. She provided policy guidance and programmatic work to the state Homeland Security Information Network-Massachusetts. Ms. Palmieri produced intelligence on various topics for state and local consumption, and also provided papers on the intelligence cycle and tactical and strategic analysis to educate CFC stakeholders.
Ms. Palmieri is currently the President of the International Association of Law Enforcement Intelligence Analysts (IALEIA), and has served on the Board of Directors for over 10 years. IALEIA is a non-profit organization which advocates the standardization and professionalization of law enforcement analysis. She represents IALEIA on several national-level committees, including the International Association of Chiefs of Police and the Criminal Intelligence Coordinating Council, and provides advice and assistance on matters of law enforcement analysis to these committees and other government entities and working groups.
Ms. Palmieri has been a valued partner with LEIU for many years and a significant contributor to the law enforcement intelligence community.
The second award was presented to Mr. Bart R. Johnson who was appointed by Director Michael McConnell, of the Office of the Director of National Intelligence (ODNI), as its Director of Homeland Security and Law Enforcement (HS&LE) in January of 2008. In this capacity Mr. Johnson is responsible for being the principal advisor on the ODNI's executive staff for HS&LE customer and intelligence needs, and serving as the focal point for HS&LE customers.
Mr. Johnson is a retired Colonel from the New York State Police who possessed thirty years of law enforcement experience and twenty four years of service to the New York State Police. Mr. Johnson began his career as a police officer in the City of Peekskill, New York in 1977. In 1983 he entered the State Police Academy. Later that year Mr. Johnson rose through the ranks of Investigator and Senior Investigator. He was later assigned as the Lieutenant in charge of the New York State Police Special Investigations Unit (SIU). This specialized unit was responsible for major criminal investigations involving traditional and non-traditional organized crime activities, narcotics, and the extensive use of electronic and physical surveillance. Mr. Johnson was promoted to the rank of Captain in the Bureau of Criminal Investigation in 1997 where he oversaw the statewide activities of the SIU. Later that year he was promoted to Major. In 2000, Mr. Johnson was promoted to the position of Staff Inspector and placed in charge of Statewide Narcotics Operations for the New York State Police. In February of 2003, as the result of the terrorist attacks of September 11, 2001, the State Police formally established the Office of Counter-Terrorism and promoted Mr. Johnson to the rank of Lieutenant Colonel, charging him with heading this new office, which involves the counter terrorism missions of intelligence, investigation and response initiatives. In March, 2007, Mr. Johnson was promoted to Colonel and placed in charge of Field Command. In this capacity Mr. Johnson oversaw its 4,900 sworn members of the Bureau of Criminal Investigation, the Uniform Force, the Office of Counter Terrorism and the associated special details of these units.
Mr. Johnson has also been a long-time partner with LEIU and a valued member of the intelligence community.
The General Chairman of LEIU wishes to convey his deepest appreciation for the contributions of both of these individuals in helping make our communities safer.
