Chief Robert Buccino Receives the 2008 LEIU Distinguished Service Award

The Distinguished Service Award is presented to the person who has shown a sustained contribution to the Law Enforcement Intelligence Unit and a continuous effort to enhance the professionalization of criminal intelligence. The 2008 Distinguished Service Award was presented at the LEIU 53rd Annual Conference in Boston, Massachusetts to Chief Robert Buccino, Union County Prosecutor’s Office.
Chief Buccino is in his 47th year of dedicated law enforcement service. In 1985, Chief Buccino retired, after 22 years of service, from the New Jersey State Police. At the time of his retirement, Chief Buccino had obtained the rank of Lieutenant and was in charge of the operations of the New Jersey State Police Intelligence Unit. After his retirement, he was appointed as a Special Agent in the New Jersey Commission of Investigations where he remained for one year before accepting an appointment with the New Jersey State Division of Criminal Justice as Deputy Chief in charge of the investigative staff in the Organized Crime and Racketeering Task Force that focused on RICO prosecutions. During his time with the Division of Criminal Justice, Chief Buccino also successfully established a modern Intelligence Unit that assisted his Organized Crime and Racketeering Task Force. His intelligence-driven Organized Crime and Racketeering Task Force was responsible for the arrests and convictions of over 450 members and associates the Cosa Nostra operating in the New Jersey/New York area. He is a superior court qualified expert on organized crime and continues to lecture nationally on organized crime and intelligence as it pertains to law enforcement. Chief Buccino has authored numerous articles pertaining to the gathering, storage and dissemination of law enforcement intelligence data. In 2002, Chief Buccino accepted the position of Chief of Detectives in the Union County Prosecutor’s Office in New Jersey, which he currently holds. In 2003, he developed a Countywide Intelligence Unit within the Prosecutor’s Office, which is currently staffed by five Prosecutor’s Detectives, four Analysts, and two support staff, as well as on-loan police personnel from various municipal police departments in Union County.
Chief Buccino has been instrumental in training of over 900 municipal police officers in Union County, New Jersey, pertaining to the intelligence process and its application to law enforcement. Chief Buccino is personally responsible for linking all 21 Municipal Police Departments, the Sheriff’s Office, County Police and the Kean University Police Department in Union County to one countywide information-sharing criminal database system. To date, his Intelligence Unit has identified and documented the identity of 1,400 verified gang members attributed to Union County, New Jersey. Chief Buccino has been a very active member of LEIU since 1974 and is a past Vice General Chairman of the LEIU. Throughout his distinguished career, Chief Buccino has been a proponent of the intelligence process as it pertains to law enforcement. Chief Buccino continues to encourage enrollment and active participation regarding law enforcement agencies and their involvement with both LEIU and IALEIA.
